Java Server Pages from Scratch literally starts from scratch on everything except how to spell "JavaServer Pages." Seriously though, Java Server Pages from Scratch takes a different approach than most of the other JSP books out there. Instead of focusing directly on JSP, this book will take you through the history of the Internet into the background of JSP and what you need to use it.
The bulk of Java Server Pages from Scratch focuses on a learn-by-example auction site made using JSP. As the auction site development progresses the book touches on using other tools with JSP such as tying in a database, using JavaMail, Model 2 architecture and developing for WAP devices. By the end of the book a reader will have used much of the flexibility JSP offers.
This book is targeted to new JSP developers. The colorful pages and pictures keep the material appealing and plenty of "geek speak" sections explain every acronym and absolutely anything technical.

A big depends. If you are an experienced JSP developer, no. However if you are completely new to JSP, absolutely. Like the title implies, if you need to start from nothing then this book will be good for you.
